You can't write Hindi or any local language direct in a notepad or .txt document. You need to write it somewhere, then copy from there and paste into .txt document.
I prefer Google Docs in many ways, and often I forget how to write Hindi in Google Docs. But here it is very easy way to enable that, as I did for MacBook (Google Docs in Chrome): File > Language > Now Select Your Preferred Language. And can see it at top right of your Google Document (in Chrome), as I see Hindi language. The good thing is you can set it off or on, from at the top right.
Other way to write in your preferred language is to use Google Input Tools: https://www.google.com/inputtools/try/, you can use it Online, in Chrome Extension, on Windows, and on Android phones.
